Whereas, Mr. Hafiz Imran Anjum Saleemi S/O Muhammad Ismail, Deputy District Officer OFWM Vehari, applied for the grant of M.Phill Allowance amounting to Rs. 5000/-. on being having M.Sc (Hons.) Agriculture after B.Sc. (Hons) Agriculture (Four Year Course after F.Sc) supported with verification from University of Agriculture Faisalabad and first date of entry in government service.
Whereas, the Government of Punjab Finance Department vide letter No. FD-SR-I/ dated 14/9/1991 and 19/9/2009, .had sanctioned Special Allowance to the officers of APUG etc. working in the Punjab Government for possessing/acquiring M.Phill degree.
Whereas vide letter No. FD.SR.-1/9-21/2011 dated 1st April, 2013, extended the said facility @50% of Ph.D. Allowance per month to all the civil servants across the board working under the administrative control of Government of the Punjab subject to the condition that they acquire the M.Phill degree from the recognized universities of Higher Education Commission with immediate effect.
Whereas the Higher Education Commission vide letter No. 8-35/HEC/A&A/2013dated 27/5/2013, conveyed the decision of equivalence committee as under:-
“The Committee decided to equate M.Sc. (Hons) Agriculture Degree awarded by Pakistani Universities after B.Sc. (Hons.) Degree (4-Years course after F.Sc) in Agriculture as equivalent to M.Phill for the purpose of Job and other benefits etc.”
AND Whereas, the Director-General Agriculture On-Farm Water Management Punjab, Lahore, returned the case of the applicant, vide his office No. 9034/DGA/WM/2-1107/Estt: Dated 20/7/2016, with the advice to issue sanction in the light of the clarification issued by the Finance Department vide its letter No. FD-SR-10-6/85 dated 28/4/2014 & Agriculture Department No. SO(A-III)1-8/2016 Dated 28/5/2016.
Therefore, keeping in view the above facts, based on the record provided by the applicant, sanction is hereby accorded for the grant M.Phill Allowance amounting to Rs. 5000/- per month to Mr. Hafiz Muhammad Imran Anjum Saleemi, ……………………..,(Contract) w.e.f. 26/11/2013, (the date of entry into government service) subject to the condition that has not availed the advance increments on this basis.
However, if any discrepancy or concealment of facts is observed, in future, he will be held responsible and bound to refund the allowance.
