                   RATIO OF SELECTION GRADE TO THE DRIVERS OF GOVERNMENT VEHICLES:

          In continuation of this department’s letter No. FD.PC-39-15/77, dated 11.01.1987 I am directed to say that the Governor of the Punjab is pleased to grant senior scales (BS-5, 6 & 7) to the Drivers @ 50% subject to the following, conditions w.e.f. 01.07.1989:

  1. BS-7 will be granted to the Drivers who have put in 15 years Service as Driver.
  1. If a Driver has rendered more than 10 years but less than 15 years of such service he may be allowed pay in BS-6.
  2. If a Driver has completed more than 5 years but less than 10 years of such service he may be allowed pay in BS-5.
  3. The above scales will not be allowed to a Driver who has not completed 5 years of such service
  1. The Drivers who have already been granted pay scales higher than BS-4 under the existing rules will continue to draw pay in the higher scales as personal to them.
  2. This concession will not be applicable to the Drivers working in autonomous organizations.

Subject:     UP-GRADATION OF CLERICAL POSTS:

I am directed to state that the Governor of the Punjab has been pleased to approve up-gradation of the clerical posts with effect from 01.07.2007 as detailed below:

  1. The Governor of the Punjab has also been pleased to approve that the employees from BS-1 to BS-4 would move one scale-up in their respective pay scales with effect from 1st July, 2007.
  1. Necessary amendments in the existing Service Rules of the ministerial pots mentioned above shall be carried out by the Administrative Departments in consultation with the Regulations Wing, S&GAD in accordance with the laid down procedure.
  1. As a  special dispensation,  the annual increment falling due on  1st December 2007 shall be admissible to the above-mentioned employees in the upgraded pay scales.

Sub:            PROMOTION OF THE POST OF LOWER GRADE EMPLOYEES: 

                   I am directed to state that Finance Division has formulated a policy for providing promotion chances to employees in BS-1 to BS-4 by upgrading their pay scales after certain length of service vide office memo No. 1(4)F,1/2009 dated 31-12-2012.

          In pursuance of the policy of the Federal Government, the Governor of the Punjab has been pleased to decide as under with effect from 01-07-2014.

  1. Employees of BS-1 to BS-4 may be entitled to one-step promotion to next pay scales twice throughout their service.
  2. An employee falling in above category may be given one step promotion in the immediate next pay scale in which he is serving presently after rending 10 years of satisfactory service from the date of his regular appointment.
  • The second one-step promotion may be granted to him after completion of another 10 years of service from the date of first promotion or after rendering 20 years satisfactory service from the date of regular appointment.
  1. BS-1 to BS-4 employees, who were moved one step w.e.f. 01-07-2007 in pursuance Para 2 of this Department Notification No. FD.PC.32-7/2007 dated 10-09-2007 will be entitled to the second one-step promotion to next scale on completion of 20 years satisfactory service from the date of regular appointment.
  1. All the Department/attached Departments are requested to take further necessary steps to implement the above policy and will strictly observe prescribed procedure for promotion of these employees i.e., through DPC for ascertaining of record.

          I am directed to refer to this Department’s letter bearing No. FD.PC.32-7/2007 dated 10-09-2007 (copy enclosed) and to clarify that the orders contained in Para 2 of the said letter allow all the existing employees to move one step above (i.e., to the next higher pay scale) w.e.f. 01-07-2007 without any discrimination and irrespective of the fact whether they were allowed selection grade or not.

Sub:            TIME SCALE PROMOTION TO THE EMPLOYEES OF BS-5-16:

          I am directed to state that the Governor of the Punjab has been pleased to upgrade all technical non-technical employees holding posts in BS-5 to BS-16 which are isolated/stagnant (i.e., having no promotion prospects) and have 10 years service to their credit in the respective pay scale, to next pay scale w.e.f. 01-01-2016.  The incumbents shall further be promoted to next pay scale after earning of each 10 years of service.

  1. All the department / attached departments are requested to take further necessary action to implement the above policy and will strictly observe prescribed procedure for promotion of these employees i.e. through DPC for ascertaining of service record. However, the immediate up-gradation is without DPC.
  1. The above employees are not entitled to premature increment either on up-gradation 01-01-2016 or time scale promotion after each 10 years.

                       I am directed to refer to this Department’s Notification of even number dated 04-01-2016, and to state that notification dated 4-1-2016, is equally applicable to all employees in the Punjab (Technical/non-technical) which are isolated/stagnant (have no promotion channel) including the surplus employees, posted in different Government Departments, Districts, Field Offices and Attached Departments under Section 9 of the Punjab Civil Servant Act, 1974.  Surplus employees will be allowed time scale promotion keeping in view the total service in one scale including the service prior to their being render surplus.

  1. Finance Department observes that the Drivers of the Secretariat Department are availing promotion prospects up to BS-16. There is no promotion channel for drivers of the other Departments.  Selection Grades allowed to drivers has also been discontinued w.e.f. 01-12-2001.  No doubt the present incumbent availed selection grade up to BS-7.  But he is BS-7 for the last 19 years and there is no chance of promotion for him.

Sub:            TIME SCALE PROMOTION TO THE EMPLOYEES OF BS-1 TO BS-4: 

          I am directed to state that in supersession of this Department’s Notification No. .PC.39-14/77(Pt.IV) (APCA) 2008 dated 17-06-2014, Governor of the Punjab has been pleased to decide that employees in BS-1 to BS-4 may be allowed up-gradation to into next pay scales, four time in whole service, instead of two times, on satisfactory completion of 8, 16, 24 and 30 years service from the date of regular appointment.

  1. However, the aforesaid structure would be implemented after fulfillment of following conditions which would also be reflected in the existing service rules through amendment in the Respective Service Rules in the prescribed manners.
  2. i) Recruitment of employees in B-1 to BS-4 should be made in a transparent manner after due process.
  3. ii) There should be a proper mechanism to assess job                              

          iii)      Drivers should be skilled, have experience, certification in or before service. They must be required to pass periodic mandatory tests to ensure safety and security of vehicles and passengers.

  1. Refresher courses should be conducted periodically for employees in BS-1 to BS-4.
  2. Gardeners (Malis) and Cooks may be got trained from institutions like PHA and College to Tourism and Hotel Management respectively
  3. Administrative Department should look into upgrading of skills through methods and modes of their employees in BS-1 to BS-4.
  1. Those who have already availed one step w.e.f. 01-07-2007 in pursuance of Para 2 of this Department’s Notification No.FD.PC.32-7/2007 dated 10-09-2007 and second step w.e.f. 01-07-2014 in terms of this Department’s Notification FD.PC.39-14/77(Pt.IV) (APCA) 2008 dated 17-06-2014 would get remaining benefits as per new formula referred to above with immediate effect.

          Seriatim reply of the reservations of the administrative department is as under:

4 What kind of methods and modes can be adopted for upgrading skills of employees in BS-1 to BS-4? The Consultants to be hired by Welfare Wing of S&GAD to devise a comprehensive plan for upgrading their professional skills in their respective fields.
5 Whether Administrative Departments may grant time scale promotion to the employees working in the respective departments at their own level? Yes
6 Whether the benefit of time scale up-gradation to the Class-IV employees is subject to amendment in the Service Rules Personnel Wing may approach Service Rules Committee for amendments in the service rules for reflection of conditions mentioned in Para 2 of Finance Department’s notification dated 21-06-2017.  However, it is clarified that amendments in the service rules are applied prospectively.  It is further clarified that the benefit of time scale promotion can be granted without condition envisaged in Para 2 of Finance Department’s Notification dated 21-06-2017 till the amendment in the service rules.
7 If an employee has served more than 30 years and presently working in BS-2, whether he is entitled for next two scales consequently or his case for each scale will be processed separately? In terms of Finance Department’s Notification dated 21-06-2017, employees in BS-1 to BS-4 have been allowed up-gradation into next pay scales, four times in whole service on satisfactory completion of 8, 16, 24, and 30 years service from the date of regular appointment.  If an employee has served more than 30 years and presently working in BS-2, who was appointed in BS-1, is entitled to BS-5 with effect from the date of completion of 30-years.  However, date of effect will not be earlier than 21-06-2017.

                      Will the Section Officer (P-III) Government of the Punjab, Service and General Administration Department, kindly refer to his letter NO.SOP-III(S&GAD) 3-45/2017 Dated 11-01-2018 on the subject noted above.

  1. Case has been examined. Seriatim reply to the queries raised in Para 3 of above-referred letter is as under.
  2. i) BS-1 to 4 were moved one scale-up in their respective pay scales w.e.f. 01-07- 2007 vide letter No. FD.PC-32-7/2007 dated 10-09-2007.  However, the employees holding selection grade were not allowed moved up vide letter FD.PC-32-7/2007 Dated 22- 05-2008.  Therefore the employees holding selection grades were also allowed moved up w.e.f. 01-07-2007 vide letter No. D.PC.2-2/2014 dated 18-07-2014. In terms of letter No.FD.PC-39-14/77(PtIV)(APCA 2008) dated 17-06-2014, the employees in BS-1 to BS-4 were allowed time scale promotion twice throughout their service.  Move up allowed w.e.f. 01-07-2007 was considered as first step as indicated in Para 2 (iv) of the policy dated 17-06-2014.  In terms of new policy letter No. FD.PC-39-14/77(PtIV)(APCA 2008) (Provl) dated 21-06-2017, the employees in BS-1 to   BS-4 have been allowed time scale promotion/up-gradation into next pay scales, four-time in whole service instead of two times, on satisfactory completion of 8, 16, 24 and 30 years service.  Move up allowed w.e.f. 01-07-2007 was considered as first step and time scale promotion allowed 01-07-2014 was considered as second step as indicated in Para 3 of the policy dated 21-06-2017.  Resultantly two situations arose as under:-
  3. a) An employee in BS-1, who was moved up in BS-2 (first step) w.e.f. 01-07-2007 was allowed second step i.e., BS-3 w.e.f. 01-07-2014 subjection to completion of 20 years regular service.  In terms of new policy letter FD.PC-39-14/77(PtIV)(APCA 2008) (Provl) dated 21-06-2017, such employees are entitled to 3rd step i.e. BS-4 w.e.f. 21-06-2017   subject to completion of 24 years regular service and 4th step i.e., BS-5            subject to 30 years regular service.
  4. b) An employee in BS-1 who was allowed selection grade BS-2 prior to 01-2-2001 (date of discontinuation of scheme of selection grade), was moved up in BS-3 first step w.e.f. 01-07-2007.  He was further allowed second step i.e., BS-4 w.e.f. 01-07-2014 subject to completion of 20  years regular service.  In terms of new policy No.FD.PC-39-14/77(PtIV)(APCA 2008) (Provl) dated 21-06-2017, such employees are entitled to 3rd step i.e., BS-5 w.e.f. 21-06-2017 subject to completion of 24 years regular service and 4th step i.e., BS-6 subjection to completion of 30 years regular service.

  1. It is clarified for all concerned that the length of service in the same scale for the grant of time scale promotion would be counted from the date of up-gradation of the post/promotion / regular appointment (whichever is later) of the post held by the concerned incumbent.
