Sub: FINANCIAL ASSISTANCE TO THE FAMILY OF A CIVIL SERVANT WHO DIES WHILE IN SERVICE.
In continuation to this Department’s letter bearing same number dated 13th November 2014, on the subject noted above, I am directed to state that the Competent Authority i.e., Chief Minister, Punjab has been pleased to approve financial assistance package for families of civil servants who dies while in service. It shall be applicable w.e.f. 22-02-2017. The details of the said package are as under:

*For this purpose, the pay scale means in which a civil servant was drawing his/her pay.
- PENSION/SALARY:
- i) The deceased’s family shall be allowed salary, along with annual increases in the pay, the deceased officer/official was drawing till the date of superannuation of the deceased family.
- ii) After the date of superannuation, family pension shall be allowed as per clause 4.10 of the Punjab Civil Services Pension Rules 1987.
3. ACCOMMODATION:
The family of the deceased civil servant shall be allowed retention of Government accommodation till the age of superannuation as per provisions of the CSR (Pb.) Vol-I (Pt-I) read with the Allotment Policy issued by S&GAD vide EO(S&GAD)Policy/2009/-345 dated 19-01-2009.
- EDUCATION:
The educational scholarship is allowed to children of deceased civil servants (upto 3 children) out of Benevolent Fund as prescribed in the Punjab Government Servants Benevolent Funds Part I & II (Disbursement Rules 1965 & 1966.
- EMPLOYMENT:
Appointment of one child or widow in BS-1 to BS-11 (including the post of Patwari and Junior Clerk) on contract or regular basis as per provisions of Rules 17-A of the PCS (A&CS) Rules, 1974.
- MARRIAGE GRANT:
Marriage grant as prescribed in clause 3(a) & 4(a) of the Punjab Government Servants Benevolent Funds Part I & II (Disbursement) Rules 1965 & 1966.
- HEALTH:
Free health facilities as per their entitlement during service of the family of the deceased civil servant under the provisions of the West Pakistan Medical (Attendance) Rules 1959.
- NOMINATION OF AN OFFICER AS COUNSEL:
Pension/General Provident Fund Sanctioning Authority in the Department/Organization/Office shall be nominated as Counsel to assist the family in finalization of provision of entire package to deceased’s family within the shortest possible time.
- GENERAL PROVIDENT FUND:
GP Fund shall be paid to the deceased’s family as per provisions of the Punjab General Provident Fund Rules, 1978.
- MONTHLY BENEVOLENT GRANT:
Monthly Benevolent Grant shall be paid as prescribed in clause 3(d) & 4(d) of the Punjab Government Servants Benevolent Funds Part I & II (Disbursement) Rules 1965 & 1966.
- GROUP INSURANCE:
Group Insurance as prescribed in the Punjab Govt. Employee Welfare Fund Ordinance, 1969.
- PREREQUISITE FOR FACILITATION OF FAMILY OF DECEASED CIVIL SERVANT:
Under the new simplified procedure of processing and disbursement of pension through pension roll, Direct Credit Scheme (DCS) circulated by the Finance Department vide its letter bearing No.FD.SR-III/4-303/2012 FOR Dated 01-04-2014, a simple two-page proforma have been prescribed for all kinds of pensions, including family pension (in-service death or pensioner’s death). Action to be taken by the concerned authorities giving timelines, which have been already prescribed for the purpose.

It is also clarified that in case of a deceased civil servant who proceeded on deputation. The borrowing organization / autonomous body concerned shall make necessary payment of pension contribution to the parent department of the deceased civil servant for the period he/she remained on deputation with the borrowing organization / autonomous body concerned. The parent department of the deceased civil servant shall get created a post of OSD, till superannuation of deceased civil servant, from the Finance Department, and shall allocate sufficient funds in the budget for the subject purpose. |

Sub: GUIDELINES FOR PROCESSING OF CASES REGARDING CREATION OF POST OF OSD FOR FINANCIAL ASSISTANCE OF DECEASED
It has been observed that expenditure wing refers the routine cases for creation of post of OSD for financial assistance of the deceased employees to the regulations wing which causes unnecessary delay in processing the case and cause inconvenience to the family of the deceased employees.
- In order to curtail the agony of the family of the deceased all the sections of the expenditure wings are requested to examine the case properly in the light of Finance Department’s letter No.FD.SR-1/3-10/2004 dated 15-08-2017, 12-09-2017 and 03-10-2017.
- Further to facilitate the sections following guidelines are notified for the processing of the case for creation of post of OSD for the financial assistance of the deceased.
- Provision of following information /documents may be ensured from the administrative department.
- Attested proforma by the administrative department mentioning following details.

iii) The date of superannuation needs to be calculated from the service period mentioned on the last salary slip in case of gazetted officers.
- iv) In case of discrepancy in calculation of age of superannuation from the date of birth from CNIC and date of entry in service on service book, the date on service book will be taken for calculation of age superannuation as per Rule 7.3 (note=1) of Punjab Financial Rule Volume-I.
- v) Finance Department has devised a list of family members to who the financial assistance may be disbursed. It includes all the family members as provided in rule 4.10 of The Punjab Civil Services Pension Rules.
- vi) Order for creation of post of OSD must mention name of eligible family members in whose favor post is created basic pay and pay scale of the post and time period for which post of OSD is created (beginning date is date of death and ending date is date of superannuation)
vii) The expenditure of creation of post of OSD shall be borne by the administrative department from its own budget and same shall be mentioned in the order for creation of post of OSD is created. However, in case the department requires additional budget separate case for supplementary budget will be moved by the administrative department.
viii) The deceased’s family will be allowed salary along with annual increases in pay less conveyance allowance.
- ix) Draft order for creation of post of OSD is attached for reference.
- x) Draft order for the creation of post of OSD will be granted by the concerned Additional Secretary Finance Department.
- xi) Audit copy will be authenticated with the approval of concerned Deputy Secretary Finance Department.

- Administrative Department are advised to comply the provisions of Rule ibid, while forwarding the case for creation of OSD Posts for financial assistance of family of the deceased civil servant.

- Last Pay Slip
- A profile of the deceased showing the following details:
- Mention that employee was a Regular Civil Servant

- Basic Pay Scale
- Last place of posting
- The matter pertaining to ascertaining the right / claim of different members to the post-death service benefits may be scrutinized by the different Administrative Departments as per policy of the government and list of documents required should be minimal and only those which are required for diligence. - Finance Department agrees to create the post of OSD ———-(BS —— to ———- for the payment of salary in favor of ————————— widow of deceased/legal heir —————— in the light of Finance Department’s letter No. FD.SR-1/2004 dated 15-08-2017, 12-09-2017, 03-10-2017 under Grant No. ————————– subject to the expenditure involved would be met by the department from its existing allocated budget for the current financial year ———– after observing all codal/legal/procedural formalities.
- Administrative Department may got Audit Copy Authenticated by Finance Department accordingly.
- Administrative Department is further advised to get the post added in the next year regular budget.

SANCTION POWER RULES
GOVERNMENT OF THE PUNJAB FINANCE DEPARTMENT NO.FD.SR-1/3-3/2017 DATED LAHORE THE 4TH JANUARY 2019
NOTIFICATION:
In exercise of the powers conferred on him by Article 241 of the Constitution of the Islamic Republic of Pakistan, Governor of the Punjab is pleased to direct that in the Punjab (Civil Services) Delegation of Powers Rules, 1983, the following further amendment shall be made:
AMENDMENT
In the Punjab (Civil Services) Delegation of Powers Rules, 1983, in Appendix ‘A’ after Sr. No.22, the following shall be inserted:
“FINANCIAL ASSISTANCE
22-A. Power to sanction financial assistance in case of Full Powers
- Deceased civil servants; and
- Decease employee appointed or working under the Contract Appointment Policy 2004”
