Sub: CLARIFICATION -TIME SCALE PERSONAL UPGRADATION TO OFFICERS IN BS-16 & ABOVE HAVING STAGNANT POSTS:
I am directed to refer to this department’s letter of even number dated 19-04-2019 on the subject and to state that clarifications on different issues are being sought from different quarters with reference to admissibility of time scale promotion.
- The issues and clarifications thereon are as under:

It is clarified that the words “Time Scale Promotion” mentioned in Finance Departments letters NO.FD.PC.39-14/77(PtIV) (APCA/08) (Provl) dated 21-06-2017. NO.FD.PC.40-80/2015 dated 26-07-2017, NO.FD.PC.40-12/2017 dated 19-04-2019, and NO.FD.PC.40-43/2017 (A), (B), (C), (D) & (E) dated 14-12-2018, may be read as “Time Scale Promotion Up gradation” |
The words “fewer number of posts in upper tier” mentioned in Para 1(i) of Finance Departments letter NO.FD.PC.40-12/2017 dated 19-04-2019 needs to be revised. | It is clarified that the “fewer number of posts in upper tier” would mean that posts in upper tier are less than or equal to 10% of the posts in lower tier. |
- This issues with the approval of competent authority i.e. Chief Minister.
