SUB: GRANT OF Ph.D / D.Sc ALLOWANCE:
In supersession of all policy letters to the extent of monthly rates regarding grant of Ph.D /D.Sc allowance and Science and Technology Allowance issue from time to time, the Competent Authority has now been pleased to enhance the existing rate of Ph.D./D.Sc Allowance from Rs.5000/- per month to Rs.10000/- per month for all subjects w.e.f. 01-07-2012.
- This would also make entitlement of Special Allowance @ Rs.5000/- per month automatically to M.Phil degree holders on acquiring/possessing M.Phill degree APUG/Ex PCS/EX PSS Officers as per this Department’s letter No. FD.SR-1-10-6/85 dated 14-09-1991 as rate of Special Allowance is 50% of the Ph.D/D.Sc Allowance. This facility was extended to the teachers of Higher Education Department as well vide this Department’s letter No. FD.SR-1/10-6/85 Dated 19-09-2009.
- It has further been decided to discontinue the Science & Technology Allowance @ Rs.10000/- per month forthwith. However, all those drawing this allowance will become entitled for grant of Ph.D./D.Sc Allowance @ Rs.10000/-month w.e.f. 01-07-2012.
- All other terms and conditions regarding admissibility of above mentioned allowances shall remain the same.

I am directed to refer to this Department’s letter No. FD.SR.1-9-21/2011 dated 01-04-2013, on the subject noted above wherein it was conveyed that Competent Authority has been pleased to extend the said facility @ 50% of Ph.D. Allowance to all government servants across the board working under the administrative control of Government of the Punjab subject to the condition that they acquire the M.Phil degree from the recognized universities of the Higher Education Commission with immediate effect. But instance have come to the notice that the Administrative Department are not complying with the said instruction in true letter and spirit as number of cases are referred to this department for advice despite clear instructions in this regard.
- Accordingly, it is once again brought to the notice of all concerned that the facility of M.Phil Allowance has been extended to all the government servants across the board working under the administrative control of Government of the Punjab subject to the condition that they acquire the M.Phil degree from the recognized universities of the Higher Education Commission with effect 01-04-2013.
- All Departments / Attached Departments etc. may, therefore, process/finalize the subject cases at their own without referring to the Finance Department for advice.

In continuation of this Department’s letter of even number dated 24-02-2010, it is clarified as under on receipt of certain queries from different quarter regarding the admissibility of M.Phil/Special Allowance equivallant to 50% of Ph.D. Allowance.

| 4 | Whether M.Phil / Special Allowance is admissible to contract employees or otherwise? | M.Phil Allowance is admissible to those contract employees who are appointed in a pay scale in term of Para 3 (XII)(i) of the Contract Appointment Policy 2004. The terms and conditions of the admissibility of said allowance shall remain the same as in the case of regular employees. In continuation of this Department’s letter of even number dated 28-04-2014, it is further clarified that the concerned DDO of the officials in BS-1 to BS-15 is empowers to sanction Ph.D M.Phil/Special Allowance etc. And similarly, the DDOs of the Departments/Attached Departments where officials in BS-16 and above are posted are competent to exercise such powers. However, before sanctioning the same, the DDO should verify the documents as required in the matter. Such DDOs shall themselves process the cases for sanctioning the aforesaid allowance instead of an Administrative Department/Attached Department.

I am directed to refer to the subject cited above.
- In substitution of this Department’s circular letters issued from time to time on the subject, the following shall be observed:
I Ph.D./D.Sc/M.Phil/LLM allowance is admissible to all those government servants who held the posts where at the time of selection. Ph.D./D.Sc/M.Phil/LLM is not declared as part of the eligibility criteria or the same has not been determined as requisite qualification as per service rules of the post. And where the Ph.D./D.Sc/M.Phil/LLM qualification has been fixed as the prescribed qualification of the post, such post holder shall not be entitled for the same allowance.
Ii Ph.D./D.Sc/M.Phil/LLM degree holders, in whose case the Ph.D./D.Sc/ M.Phil /LLM degree is not the prescribed qualification for the post are entitled to the qualification allowance as under:
- D./D.Sc degree holders Rs.10000/- p.m.
- Phil/LLM Rs. 05000/-p.m.

- The case has been examined, Finance Department is confirm the view of District Accounts Officer Bahawalpur, that those Assistant Professors who have been appointed on the basis of prescribed qualification as mentioned above are not entitled for grant of Ph.D/M.Phil allowance upon their appointment as Assistant Professor as they have already availed the benefit of higher qualification (being prescribed for the post) in light of Para I (i) of Finance Department policy letter No. FD.SR-1/9-21/2-16 dated 09-11-2016 (copy enclosed. - The issue has been examined in detail and following clarifications are made for further necessary action.

| 1 | In number of cases, the teachers (SST) have obtained M.Phil Degree without prior departmental permission/NOC. In such cases, whether M.Phil allowance may be granted or not | Teachers who are already in service cannot take admission in universities to acquire higher qualifications without proper departmental permission/NOC. However, if NOC was requested well in time prior to admission in University/college to acquired higher qualification and it was delayed or not issued and the teacher took admission with9out waiting for NOC then these teachers may also be allowed M.Phil allowance. However, this exercise will not be repeated in future and all CEOs (DEAs) may be issued clear-cut instructions in this regard. |

I am directed to refer to the subject and state that hitherto Ph.D. D.Sc./M.Phil/LLM Degree allowance was allowed to Government Servants where they were in possession of the over and above eligibility criteria of the post and it was not allowed where Ph.D. D.Sc./M.Phil/LLM degree was part of the eligibility criteria of the post. Now in supersession of all previous notifications, issued from time to time (to the extent of eligibility criteria), Governor of the Punjab is pleased to decide that the Ph.D. D.Sc./M.Phil/LLM allowance will be admissible w.e.f. 01-08-2019, on the following terms & conditions.
- D. D.Sc./M.Phil/LLM degree allowance is allowed to all Government Servants, across the board, working under the Administrative Control of the Punjab Government without linking the same with recruitment rules and job assigned to the posts.
- It will be admissible to the employees of those Statuary Bodies/ Semi-Autonomous Organizations / Corporations which have adopted the scheme of Basic Pay Scales of the Punjab Government in-toto.
- D. Degree holders will be entitled to draw Rs. 10000/- P.M. as Ph.D. Degree allowance and M.Phil/LLM degree holders will be entitled to draw @ Rs.5000/- P.M. as M.Phil/LLM Allowance.
- D./M.Phil/LLM Degree allowance will be admissible from the date of notification of the final result issued by th university concerned for those already in service and with effect from the date of joining service for new entrants already in possession of the degree.
- Those who are/had been in receipt of M.Phil/LLM allowance and had/have subsequently acquired Ph.D. Degree would be entitled to the allowance on the basis of their last degree i.e., Ph.D. only, and the allowance having been/being drawn on the basis of previous degree i.e., M.Phil/LLM shall be discontinued with effect from the same date.
- D./M.Phil/LLM Degree allowance will be allowed only if the degree has been/is acquired from Higher Education Commission (HEC) recognized university.
- In case of claim of equivalence of a degree, Ph.D./M.Phil/LLM Degree allowance will be allowed only if the Equivalence Certificate has been/is issued by the Higher Education Commission upon the request of the concerned administrative department.
All Administrative Secretaries / Concerned are requested to ensure implementation of above-mentioned instructions in letter & spirit.
